Wailuku Apartments
Kaulana Mahina is a 264,000-square-foot workforce housing community in Wailuku, Hawaii, and the first privately funded development of its kind built on Maui in more than 20 years. Designed for residents earning between 80% and 140% of the area median income, the project delivers high-quality, attainable housing that supports the island’s working families.
As the construction manager and general contractor, Moss played a pivotal role in overcoming the logistical challenges of developing a large-scale project on an island with workforce limitations and supply chain constraints. Through strategic coordination with local trade contractors and an innovative workforce mobilization strategy, which involved flying in skilled labor from Oahu on a weekly basis, Moss ensured the project progressed efficiently while stimulating economic activity across multiple sectors.
